Staff Facilities Engineer - Bass Strait

Basic Purpose: 

The Bass Strait Staff Facilities Engineer is accountable for stewarding BHPB's interests in the Longford Gas Conditioning Plant non-operated project, in South East Australia, together with work on other project assignments, both Operated and Non Operated as required by BHPB.

In the non-Operator role, BHPB adds value to the project through project monitoring, due diligence reviews and reporting (governance), and by working with the Operator to execute the projects in a manner which maximizes asset value (influence).  In addition, as a non-Operator BHPB extracts value by capturing lessons learned (learning) which may then be applied on other BHPB-Operated projects.

The Bass Strait Staff Facilities Engineer will work closely with BHPB's Development organization to perform monitoring and due diligence technical reviews of Operator's proposed facility designs for compliance with BHPB HSE standards, capital efficiency, reliability and operability, and provide support to internal project reporting and capital expenditure governance activities.

ACCOUNTABILITIES:

•  Day-to-day management of BHPB's non-operated interest in the Longford Gas Conditioning project (Victoria, Australia) currently in Selection, subsequently moving through Definition, Execution, and Production

•  Definition of Key Performance Indicators (KPI's), for stewardship of non-operated capital projects

•  Delivery of non-operated capital projects within BHPB-approved Key Performance Indicators (KPI's)

•  Management of all tollgating requirements related to Bass Strait non-operated Development/Production projects

•  Stewardship of all facility related funding requests

•  Development and management of project (Corporate) and annual (Petroleum) budgets

•  Ongoing reporting to BHPB Petroleum Management on project progress, and project-related matters

•  Monthly BHPB corporate reporting

 - Compliance with BHPB's corporate governance requirements

 - Identification of best practice and key learning's from the non-operated project's Operator.

 - Timely receipt of key operating data from Operator to evaluate asset performance

ROLES AND RESPONSIBILITIES:

This role requires extensive coordination/communication with a wide range of both BHPB and non-BHPB personnel.  Successful performance in the role will require the ability to quickly form and maintain effective relationships with the Operating Partner's project teams and with the BHPB Bass Strait Joint Interest Unit's (JIU) production office team members.  Specific roles and responsibilities include:

  • Visibly champion BHPB HSEC initiatives and ensure high HSEC profile within project and externally
  • Attend project meetings with Operator project teams, and BHPB JIU team as required (telecon from Houston, and/or attendance in Melbourne)
  • Ensure appropriate technical work is pursued to validate functional requirements, comprising HSE performance, delivery of concept selection and engineering definition requirements, cost efficiency and operability.
  • Remain continually aware of project execution status for multiple projects and related issues.  Report status and issues upwards on an ongoing basis
  • Work with the Operator, develop and maintain an understanding of all project execution issues to enable early identification of problems and associated mitigations
  • Monitor the Operator's cost and schedule forecasts and independently adjust as appropriate for BHPB forecasting purposes
  • Assist the Bass Strait Project Services Lead with internal budgeting  and in developing and maintaining project capex forecasts and execution schedules
  • Assist the Development Finance Team with validation of accruals, cash calls, etc

Participate other BHPB project peer reviews, etc. as required

EXPERIENCE AND QUALIFICATIONS:

•  Degree in Mechanical Engineering, Chemical Engineering, Petroleum Engineering, or Civil-Structural Engineering. Other technical degree qualifications may be considered.

 - 10 to 15 years+ experience in the upstream oil and gas industry with expertise in:

  • Experience as a Discipline Lead, Facilities Lead, Process Lead, or Project Manager on an Operator's team for an onshore or offshore project (offshore-deepwater preferred)
  • Systems-level understanding of onshore gas plant facilities and systems.
  • Demonstrated management, teamwork, and influencing skills.
  • Demonstrated excellence in project leadership competencies including interpersonal and communication skills.

And experience in:

•  Production Operations

•  Facility Construction and/or Commissioning

•  Facilities and/or Process design

•  Economic Analysis

•  Governance Processes

•  HSEC Management Systems

•  Offshore project development experience preferred

Languages - English fluent
